The General Directorate of Sports of the Community of Madrid issued an order on July 27. This document, accessed by Matagigantes, starts a procedure to extinguish the concession for the Estadio de Vallecas. The reason is serious non-compliance with essential obligations regarding the stadium's maintenance, conservation, regulatory adaptation, and safety. The order includes the precautionary suspension of the concession, which remains in effect. The situation worsened because Rayo failed to conduct a biannual audit required by the 2019 concession order. This prevented the update of the Maintenance Plan, the last submission of which dates back to May 2024.
How did the club manage the deadlines?
On June 12, the regional government required the club to submit documentation, warning that non-compliance could lead to the concession's extinction. The deadline was 10 working days. Rayo accessed this electronic notification on June 21. Despite knowing the risk, the club requested a five-working-day extension on July 2, which was granted. However, the required documentation was not submitted until August 17, with a delay of over two months. The club also delayed accessing another notification received on July 8, opening it on July 17.
What role did the external audit play?
Because the club failed to conduct its audit, the Community hired an external firm in October 2025. This firm delivered its report on July 14. That same day, technicians from the General Directorate of Sports produced a report adding the non-compliance with the June requirement to the serious deficiencies noted in the audit. The deadline had already expired. Based on that report, on July 16, it was proposed to the Councillor to initiate the extinction procedure with precautionary suspension. Club vice-president José María Sardá blamed the administration, stating there were "retardos por parte de la Comunidad de Madrid en el estudio de la documentación presentada el 17 de agosto."
